Review of an outcome

Last updated: 5 May 2026

A review is not a re-hearing. Reviews are limited to specific grounds and are conducted by a senior reviewer who was not involved in the original decision.

Grounds for review

You can ask for a review only if one or more of the following applies:

  1. Procedural error. A clear, material procedural error affected the fairness of the decision.
  2. New evidence. There is new evidence that could not reasonably have been provided earlier and that, on the face of it, could change the outcome.
  3. Manifest error in reasoning. The decision contains an obvious error of reasoning or fact on its face.
  4. Bias. There is properly substantiated evidence of actual or apparent bias.

Grounds that are not enough

Time limit

You must request a review within 21 days of receiving the decision.

How to request a review

What happens next

  1. Acknowledgement within 5 working days.
  2. An eligibility check on the grounds you have given.
  3. If your request meets a ground, a senior reviewer (not previously involved) reviews the file and the new material.
  4. The reviewer may uphold the decision, vary it, or remit it to a fresh adjudicator.
  5. Reasoned outcome on a durable medium, normally within 30 working days of acceptance for review.

Effect of review

Asking for a review does not extend the time within which the consumer must accept the original decision unless we say so in writing. We will tell both parties when timelines are paused.

Costs

Reviews are free for consumers, in the same way as the rest of the service. See costs.
